[Decree of November 29, 1844, by Valentín Canalizo declaring that Congress and the laws are both ineffective and that under the circumstances López de Santa-Anna will be President.] [Dated and signed in print at end]: Mexico City, December 2, 1844, Rejón.             First edition. Streeter 1004.1 (locating only the Yale copy). Cf. Harper 12:152 (citing the D.F. edition). In three introductory clauses, the Mexican executive recites the hampering effect of the present legal system and details the obstructions thrown up by the Mexican Congress to rapid and effective executive action to deal with the Texas Revolution. Congress is prorogued, and López de Santa-Anna assumes practically dictatorial powers during the present plans to conduct a revived campaign against Texas. In 1842 Adrián Woll had briefly but unsuccessfully invaded Texas. ($400-800)
